For the first time, the Commission of the Pan-African Organization adopts a terminology which contrasts with the obsolete theses of the "Polisario" relating to a so-called "referendum of self-determination". Indeed, the AU Commission has decided, in Addis Ababa on Monday, a "consensual" solution of the artificial conflict around the Moroccan Sahara. For the Minister of Foreign Affairs and International Cooperation, Nacer Bourita, there is indeed a change, and the Moroccan presence has allowed to go beyond some provocative and erroneous expressions and to adopt the UN language with regard to the Sahara issue."

In his opening statement, Mr. Finaud recalled the provisions of the Moroccan initiative for the autonomy of the Sahara region, emphasizing the characteristics that distinguish it, stressing that it aims to enable the people of Sahara to manage themselves and democratically their affairs through legislative, executive, and judicial bodies with exclusive powers."
